An E-governance Model for Strategic Human Resource Development
Training and Capacity Building are important for enhancing competency and capacity of the individuals working in an organization. Indian council of agricultural research is attaching tremendous importance to the management and development of their employees. The aim of this study is to design and implement an e-governance model for smooth adoption of Human Resource Management Policy and for time bound capacity building of its employees. The study adopted applied research and utilizes MS-SQL Server as the relational database management System and Visual Studio ASP.NET for development of application for the E-Governance Model. Significant improvements were observed in the training management and approval process. Analysis of feedback and impact assessment data reported effective competency enhancement of employee in their areas of interest. The data driven insights are used as a decision support tool by human resource managers in planning the appropriate capacity building and skillset generation programmes for their staff. Potential areas of improvement include integration of Artificial Intelligence tools for recommending specialized training for individuals to continuously enhance organizational performance.

E-governance has emerged as an effective tool in enhancing transparency, improving efficiency, reducing corruption, time and increasing convenience. It is the application of Information and Communication technologies (ICT) to the processes of government functioning for good governance, e.g., improving information and service delivery, encouraging citizen participation in decision-making and making government more accountable, transparent and efficient. It is not only meant for introducing or using technological tools, but it also strives to bring about a change in the mindset and work culture to integrate government processes to serve the citizens better.
Indian council of agricultural research is attaching tremendous importance to the management and development of their employees. A significant effort in this direction is the formulation of 'ICAR HRM Policy' during the year 2018 to develop professional, impartial, effective, and efficient ICAR personnel. The policy underlies the requirement of a Training Management Information System to facilitate training and development activities of the council and plan suitable strategies for enhancing the competency of employees of ICAR.
The e-governance model for trainings and competency enhancement of ICAR employee has been successfully implemented as a digital web Platform in all ICAR institutes. The system has been adopted by ICAR employees for submission of training requirements, applications, feedback, and performance evaluation reports. For visualizing the implementation of e-governance model in ICAR, the pie charts (Fig. 3) are drawn.

ICAR's Successful E-Governance Adoption
The e-governance model was successfully implemented across all 115+ ICAR institutes, providing a digital web platform for training management. It enabled online submission of training requirements, applications, feedback, and performance evaluations. While scientific staff showed a 60% adoption rate for training needs submission, skilled and supporting staff showed a lower 3% adoption, highlighting areas for targeted digital literacy enhancement. The system significantly outperformed the existing physical model in effectiveness and user satisfaction, with scientific staff being most satisfied.
