The agent chooses actions (No Think, Think, Extend, Delegate) based on predicted complexity. A composite reward function balances computational cost and output quality. For L4 queries requiring external knowledge, Cognitive Tool-Assisted Reasoning (CoTool) allows autonomous tool invocation within the LLM's chain-of-thought.

CogER significantly outperforms state-of-the-art Test-Time Scaling (TTS) methods. It achieves at least a 13% relative improvement in average exact match (EM) on In-Domain tasks and an 8% relative gain on Out-of-Domain tasks. It also reduces latency by 76.58% compared to top-performing baselines, demonstrating superior computational efficiency and generalization ability across diverse workloads.
